Central Province Permanent Secretary Milner Mwanakampwe has commended the World Bank for supporting local councils to undertake capital projects through the Zambia Devolution Support Programme.

Dr Mwanakampwe said the province has benefited from the construction of truck parks, water schemes and a bus station under the programme, which aims to strengthen financing, institutional performance and accountability of local authorities.

He said this when a World Bank team led by Senior Public Sector Specialist Lobna Ahmed paid a courtesy call on him.

Dr Mwanakampwe said the Zambia Devolution programme has facilitated the construction of truck parks in Chitambo, Kapiri Mposhi and Chibombo districts.

He said although some projects are still under construction, the truck parks would help reduce traffic congestion caused by trucks parked along roadsides.

“Districts such as Kapiri Mposhi and Chibombo look like border towns because of the way trucks are parked. They were posing threats of Road Traffic Accidents,” he said.

Dr Mwanakampwe said the truck parks would also enable councils to raise revenue through parking fees.

He further said the programme has facilitated the construction of eight water schemes in Shibuyunji District to improve access to clean and safe water.

“We have seen the construction of eight water schemes, even in some places where people would share water access points with domestic animals,” he said.

He said a bus station is also under construction in Mumbwa District.

And World Bank Senior Public Sector Specialist Lobna Ahmed said the institution has partnered with the Ministry of Local Government to provide councils with funding for capital projects through structured frameworks.

Ms Ahmed said councils are required to meet specific minimum conditions and institutional requirements, including clean audit records and transparency.

She said the World Bank has allocated 210 million United States dollars towards the Zambia Devolution Support Programme over a five-year period.

Ms Ahmed said some councils were awarded K2.8 million in 2024.

“We have been awarding councils since 2023, though I must state that the funds for the year 2025 have not yet been released,” she said.
