The Non-Governmental Gender Organisations Coordinating Council has called on the Zambia Police Service to reflect on public perception that it is handling election-related violence with bias.
NGOCC board publicity secretary Liya Mitaba raised the concern at a press briefing. She said the council remained equally troubled by persistently low representation of women among validly nominated candidates ahead of next month’s general elections.
“It is just a reminder to the police that if the public is perceiving them as being unfair, can they please reflect? If it’s true, can they address that issue because it also undermines public integrity and trust in these institutions,” she said.
Ms Mitaba said her organisation has consistently called on all government agencies to exercise their duties independently. She said this applied without bias throughout the campaign period.
NGOCC said it was equally concerned by reports of violence, intimidation and political coercion. These practices, the organisation said, characterised aspects of the adoption and nomination processes within some political parties.
“Violence and manipulation have no place in a democratic society and must never become acceptable features of Zambia’s electoral process,” she said.
Ms Mitaba said such practices undermined democratic values. She said they also discouraged capable women from offering themselves for public office and weakened public confidence in internal party democracy.
Meanwhile, the organisation said nomination figures announced by the Electoral Commission of Zambia demonstrate a worrying trend. Despite constitutional reforms and repeated pledges by political parties, women continue to face significant barriers to elective leadership.
She said the statistics painted a worrying picture. Zambia remained far from achieving the 50:50 gender representation envisaged in the Constitution, the SADC Protocol on Gender and Development, the African Union Agenda 2063 and the Sustainable Development Goals.
All of these instruments recognise women’s equal participation in decision-making as fundamental to inclusive and sustainable development.
Ms Mitaba said NGOCC acknowledged political parties that had fielded female candidates. She also praised women who had stood as independent candidates despite the obstacles.
“Their determination reflects resilience in the face of considerable obstacles and serves as an inspiration to many women and girls across the country,” she said.
