Government says it is committed to supporting law reforms that promote public participation and respond to the needs of citizens.

North-Western Province Deputy Secretary Luckson Mulumbi said the expansion of the Constituency Development Fund (CDF) is an example of progressive policy reform that has brought resources closer to communities.

Speaking when he graced the Law Reform Talks organised by the Zambia Law Development Commission (ZLDC) in Solwezi, Mr Mulumbi said the expanded CDF has supported the construction of classrooms, health facilities and boreholes, among other community projects.

He said laws and policies should evolve in line with changing technological and economic trends to meet the needs and expectations of society.

Mr Mulumbi said Solwezi and North-Western Province provide an important setting for discussions on law reform due to the region’s significant economic, social and infrastructural development.

He said the developments have created new questions relating to land, livelihoods, investment, community participation, access to justice and the administration of laws.

ZLDC Director Hope Chanda said the Law Reform Talks are a deliberate initiative aimed at providing a platform where legal reform issues can be discussed interactively.

Ms Chanda said the commission had previously participated in the reform of the Gender Act, CDF and Access to Information Act through research and consultations with stakeholders.

Meanwhile, civil society organisations called for reforms to laws governing land ownership.

Caritas Solwezi Director Noel Haaninga called for the harmonisation of laws governing statutory and customary land.

Fr. Haaninga also called for stronger mechanisms to resolve land-related disputes and ensure that vulnerable families are treated fairly.

Fr. Haaninga said there was also a need to address gender disparities in land ownership, noting that men continue to dominate land ownership.

A representative of the Solwezi Legal Aid Board, Joseph Kalimina, urged the commission to intensify sensitisation programmes on ongoing law reforms.

Mr Kalimina also called for laws to be translated into local languages to ensure that all citizens can understand and participate in the reform process.
