ECZ completes ballot delivery as final consignment arrives in Lusaka

The Electoral Commission of Zambia has received the final consignment of ballot papers for the August 13 general election. This completes a key stage of election preparations.

The last shipment, comprising 185 pallets of ballot papers, arrived at Kenneth Kaunda International Airport. It came aboard an ER-BAS Boeing 747 chartered aircraft from Dubai, United Arab Emirates.

ECZ chief electoral officer Brown Kasaro received the consignment. He was joined by political party representatives, civil society organisations and other election stakeholders.

The delivery brings the total to 387 ballot paper pallets. This follows Wednesday’s consignment of 202 pallets.

“In today’s consignment, we have the last 185 pallets of ballot papers. Together with yesterday’s consignment of 202 pallets, this marks the completion of the delivery, a total of 387 ballot paper pallets and related election documents,” Mr Kasaro said.

He described the arrival of the final consignment as another major milestone in the commission’s preparations. He said the printing and delivery of all ballot papers has now been successfully completed.

Mr Kasaro said stakeholders accompanied the ballot papers from the airport to the ECZ warehouse in Silverest, Chongwe District. Verification of the ballots will begin there before similar inspections are conducted in all districts.

He said verification at a national level would not be the final stage. Similar exercises would be conducted in all districts before dispatch to polling stations.

“Verification here at head office is not the final stage, as this will be conducted in each constituency in the presence of stakeholders before final dispatch to polling stations in readiness for poll day,” he said.

The completion of the ballot delivery process attracted commendation from political parties and election observers. They said ECZ maintained openness throughout the printing, transportation and receipt of the ballots.

UPND media director Mark Simuuwe said the involvement of stakeholders at every stage has enhanced confidence in the electoral process. He expressed hope that the commission will maintain the same level of transparency until polling day.

He also dismissed allegations that opposition political leaders had been barred from using Zambia’s airspace. He said NRPUP president Brian Mundubile’s remarks that his party was voluntarily travelling by road had disproved the claims.

Pamodzi Alliance secretary general Celestine Mukandila said ECZ has upheld democratic principles by ensuring all critical electoral processes are conducted in full view of stakeholders.

Citizens First Lusaka Province secretary Glenda Tupa also welcomed the commission’s openness. She said the process has inspired confidence among participating stakeholders.

Southern African Centre for the Constructive Resolution of Disputes executive director Arthur Muyunda urged political players and members of the public to avoid spreading misinformation. He said such misinformation was capable of undermining public confidence in the elections.

Civic Society Alliance on Legal Reforms vice-chairperson David Mbula said the transparent handling of the ballot papers reflected the commission’s commitment to accountability. This spanned from arrival at Kenneth Kaunda International Airport to the ECZ warehouse.

Non-governmental Gender Organisations’ Coordinating Council board chairperson Beauty Katebe said the transparent process has strengthened the credibility of the forthcoming general election.
