VACANCY ANNOUNCEMENT Job Title: Director Petroleum and GasJob Type: Fixed Term ContractLocation: Head Office – LusakaERB Grade: ERB 2Reports To: Director General Background The Energy Regulation Board (ERB) is a statutory body created by the Energy Regulation Act No. 12 of 2019 to regulate Zambia’s energy sector. The ERB is looking to hire a qualified and experienced Zambian national to fill the position of Director Petroleum and Gas to be based at its Head Office. Job Purpose To lead and oversee the technical regulation of the petroleum, gas and biofuels sub-sectors, covering standards development, quality control, compliance monitoring, national petroleum stock monitoring and the Fuel Marking Programme, in order to ensure compliance with licence conditions, statutory and technical requirements, and environmental and safety regulations, and to promote a reliable, sustainable and efficient energy supply in Zambia. Main Duties and Responsibilities The main responsibilities for this role include: • Develop and implement departmental strategies for effective regulation and compliance monitoring of the Petroleum and Gas energy sub-sectors • Direct inspection, monitoring, and audit programmes for Petroleum and Gas energy installations • Monitor compliance trends and initiate appropriate enforcement actions • Lead the development and review of technical standards, codes, and guidelines • Oversee technical inspections and compliance audits, and direct corrective interventions • Provide leadership in the regulation and promotion of Petroleum and Gas energy technologies and initiatives • Provide technical advisory services to the Director General and the Board on sector matters • Engage stakeholders including licensees, investors, and government institutions • Provide technical input into licensing processes and evaluation of applications • Monitor sector performance and prepare reports for Management and the Board • Identify regulatory risks and facilitate resolution of technical disputes • Prepare and manage departmental budgets and resources • Provide leadership, supervision, and development of departmental staff Minimum Qualifications and Skills • Full Grade 12 Certificate or equivalent (with five (5) credits or better) • University Degree in Chemical Engineering, Electrical Engineering, Chemistry, Mechanical Engineering, Civil Engineering or related fields • A Master’s Degree in a relevant field • Valid membership of Engineering Institution of Zambia (EIZ) • Verification of qualifications by ZAQA is required • Minimum ten (10) years relevant work experience in the energy sector, with at least five (5) years at senior management level Required Attributes • Strong leadership and management skills • High analytical and problem-solving ability, Computer literacy • Strategic thinking and planning capability • Project management and implementation skills • Excellent interpersonal and networking skills • High integrity and confidentiality How to Apply Applicants must complete the pre-application form available at this link: ERB e-Job Application – Director Petroleum and Gas (1) – Fill out form or by scanning the QR Code below: ERB e-Job Application – Director Petroleum and Gas (1) Applicants who meet ALL the minimum qualifications above will be invited to submit soft copies of application letters, current Curriculum Vitae (with minimum three (3) professional referees, in PDF version and ZAQA verified copies of Grade 12 School Certificate, Academic and relevant professional qualification certificates to jobs@erb.org.zm.
