Anti-Corruption Commission (ACC) Director General Daphne Chabu says the lack of a legal framework governing the management of seized assets has delayed the disposal of property seized from late former President Frederick Chiluba.

Ms Chabu said the property, which includes shoes and other items, remains in the custody of the State.

Speaking at an ongoing stakeholders’ consultative meeting on the Draft Criminal Asset Management Bill in Kabwe, Ms Chabu said the absence of a comprehensive legal framework has adversely affected the management of seized and restricted assets after cases are concluded in court.

“We have a big challenge of managing seized properties, including some of the property that was seized from former President Chiluba. The shoes and other properties are yet to be disposed of,” Ms Chabu said.

She said the government has since proposed the Draft Criminal Asset Management Bill, which seeks to establish a Criminal Assets Management Agency responsible for the disposal of seized assets in the country.

Ms Chabu said the establishment of the agency would enhance transparency and professionalism in the management of seized assets.

She said asset management is a critical component in the fight against corruption.

“There is a need for stakeholders to actively participate in the enactment of the proposed law by making the necessary submissions towards the process,” she emphasised.

Ms Chabu said the ACC is currently conducting consultation meetings in all 10 provincial centres to strengthen and refine the Draft Criminal Asset Management Bill.

She said Zambia needs a dedicated institution to handle seized and restricted assets in order to build public confidence in the fight against corruption.

Ms Chabu further emphasised that the Commission remains committed to delivering on its mandate of spearheading the fight against corruption in the country.
