Former Vice-President Enoch Kavindele described former Finance Minister Dr Katele Kalumba’s remarks and threats against President Hakainde Hichilema as despicable. He said the office of the President commands respect whatever the disagreement.

Dr Kalumba makes the disparaging remarks and issues the threats in a video circulating on various social media platforms. The recording is believed to have been made before the August 13 general election. The former minister has since been arrested for cyber harassment.

In an interview, Mr Kavindele said the conduct was unacceptable and should be condemned by all citizens. He said he had been shaken by what he heard.

“I was deeply shocked by what this man said. Kalumba’s behaviour is despicable and falls far short of what is expected of someone who held the position of Finance Minister in this country,” Mr Kavindele said.

For the former Vice-President, who made the remarks mattered as much as what was said. He said words of that kind, directed at the Head of State, should never have come from a person of Dr Kalumba’s standing, least of all a former Cabinet minister.

He then reminded Dr Kalumba of his own history with the man he attacked. Mr Kavindele said President Hichilema had used his executive powers to pardon Dr Kalumba, which made the hostile remarks a deeply regrettable response.

Dr Kalumba’s legal troubles go back more than a decade. In 2010, he and three others were convicted of corrupt practices and sentenced to five years’ imprisonment with hard labour.

That conviction survived appeal. In December 2022, the Supreme Court upheld the 2010 judgment against Dr Kalumba and his co-accused.

He did not complete the sentence. Dr Kalumba was released from prison on medical grounds in August 2023, having served less than a year of the five-year term.

Mr Kavindele separated the institution from the person holding it. He said political differences could never justify contempt for the presidency.

“Even if you lack regard for the individual holding the presidency, the office itself must be respected,” he said.

He urged citizens to stop insulting leaders and to use their freedom of speech responsibly.

The matter is now with law enforcement. Dr Kalumba faces the cyber harassment allegation, while the video that led to his arrest is still circulating online.
