Zambia : Govt. Launches National Carbon Registry

 Government has launched the National Carbon Registry, marking a major historic milestone in Zambia’s efforts to regulate carbon trading, strengthen climate action and attract climate finance through a transparent and accountable carbon market.

Speaking at the launch today in Lusaka, Ministry of Green Economy and Environment Permanent Secretary, Douty Chibamba, said the move positions Zambia among the world’s pioneers in deploying a fully integrated digital system for managing carbon assets.

“The online registry will serve as the official platform for tracking, managing and reporting carbon projects and greenhouse gas emission reductions in line with Article 6 of the Paris Agreement,” he said.

Dr Chibamba announced that all carbon credit transactions in Zambia will now be conducted through the newly launched registry, following the establishment of the necessary legal and institutional frameworks governing the country’s carbon market.

He explained that the Zambia Environmental Management Agency (ZEMA) will administer and oversee the registry, which will be linked to the National Integrated Measuring, Reporting and Verification (MRV) System and the United Nations Framework Convention on Climate Change’s Centralised Accounting and Reporting Platform (CARP).

Dr Chibamba further said the registry will also interface with other international registries to facilitate seamless reporting and management of carbon assets.

He said the launch marks the first phase of the registry, focusing on Article 6-aligned carbon market projects, while a second phase will incorporate voluntary carbon market registration, reporting and performance tracking.

The Permanent Secretary also disclosed that government has so far processed more than 90 carbon projects at various stages of approval through the Carbon Market Secretariat and the Designated National Authority, by issuing letters of no objection, endorsements and approvals.

Dr Chibamba further said Zambia has signed bilateral Article 6 cooperation agreements with Sweden, Norway and Switzerland, while a Memorandum of Understanding has been concluded with Singapore.

He acknowledged the contribution of Supporting Preparedness for Article 6 Cooperation (SPAR6C) Programme, cooperating partners and technical institutions in developing the registry.

Dr Chibamba reaffirmed government’s commitment to ensuring that Zambia’s carbon market operates with high environmental integrity and delivers sustainable development benefits to local communities.

And, ZEMA Acting Director General, Christopher Kanema, said the agency is committed to ensuring that the registry operates to the highest standard of integrity, security, transparency and reliability.

Mr Kanema said ZEMA remains firmly committed to maintaining and continuously enhancing the system to ensure that it remains robust, secure and transparent.

Global Green Growth Institute (GGGI) Country Lead, Angela Heinonen, said the development of the National Carbon Registry is truly a reflection of the maturity of the market in Zambia.

Ms Heinonen said the development makes Zambia fully ready to participate in international carbon markets through its current and future bilateral agreements, thereby also increasing investors’ confidence in carbon market projects in the country.

Meanwhile, UNEP Copenhagen Climate Center (UNEPCCC) Director, Anne Olhoff, said support is part of her organisation’s readiness and capacity building efforts to ensure that countries have the tools and the capacity needed to finance projects directly tackling climate change while delivering on other sustainable development goals and national priorities through Article 6 carbon markets.
