Before closure, Parliament passed the National Council for Construction Bill (Amendment) Bill Number 21 of 2026. Key amendments made are the inclusion of the Technical Education Vocational Entrepreneurship Training Authority (TEVETA) and the Institute of Valuation Surveyors.
The Council is tasked with regulating, promoting, and fostering development in the construction sector. Commenting on the changes in an interview with the Zambian Business Times, Institute of Valuation Surveyors President Christopher Mulenga highlighted that the inclusion of the institute is plus for more expertise in the sector.
He said the surveyors sector is key to identifying market feasibility studies and legally permissible efforts that are key to unlocking the country’s potential.
“We are sure that this particular council will be able to articulate issues and create modalities of the deficit, which stands at 1.5 million housing units; we have to overcome that challenge despite the increase of urbanization,” he emphasized.
Mulenga emphasized that the challenge of urbanization remains unresolved, but the changes to the board might trigger some positive reforms.
“There is insufficient housing to accommodate rampant urbanization, but with changes in the Act and the intervention of the government, we are likely to see some positivity.”
However, with the inclusion of the two, the construction sector now has a balanced expertize, and some of the notable ones which were originally in the board include, lands and Housing ministries, Bankers Association, Attorney General, private sector representatives and civil society organization representatives.
The construction sector remains key to the nation’s development, with the ever changing landscape having quality experts will ensure that the country stays up to date with world class standards.
