The National Arts Council invites applications from suitably qualified Zambians for the position of Registrar. The successful candidate will administer the registration and regulation of arts associations, artists, promoters and other creative-sector stakeholders while maintaining an accurate national arts registry. ROLES • Facilitate enforcement of the National Arts Council Act and Regulations relating to registration, promoter licensing, foreign artist clearance and affiliation. • Process and verify applications, renewals and amendments for arts bodies, artists, promoters, events, venues and other stakeholders. • Maintain accurate and secure physical and electronic registration records. • Monitor compliance and advise management and stakeholders on regulatory requirements. • Liaise with relevant Government institutions, promoters and other stakeholders. • Serve as the first point of contact for foreign artists entering Zambia. • Prepare registration reports, statistics and returns. • Perform other related duties assigned by the Director. PERSONAL ATTRIBUTES The applicant must be mature, reliable, honest, approachable, gender-sensitive and of high integrity, with strong analytical, organisational, records-management, computer and communication skills. ACADEMIC AND PROFESSIONAL QUALIFICATIONS • Full Grade 12/Form 5 Certificate or equivalent. • Bachelor’s degree in Public Administration, Business Administration, Law, Arts Administration, Communication, Development Studies or a related social science. • Knowledge of electronic records systems, databases and standard computer applications. • Knowledge of the National Arts Council Act, its Regulations and Zambia’s creative sector will be an added advantage. • Membership of a relevant professional body, where applicable, will be an added advantage. MINIMUM RELEVANT EXPERIENCE At least three years’ relevant experience in registration, licensing, regulatory administration, records management, compliance, public administration or a related field.
