Open Call for Consultants – Health Policy Advocacy and Communications Working across our portfolio PATH’s Center for Advocacy & Policy turns evidence into policy adoption and sustainable financing. We partner with governments, regional bodies, and multilateral institutions to strengthen the evidence, relationships, and policy processes that inform decisions on budgets, regulation, and health system priorities helping accelerate access to proven health innovations. As our portfolio grows across sub-Saharan Africa, donor capitals, and multilateral forums, we are building a roster of experienced consultants and specialist organizations to provide surge capacity for defined, time-bound assignments. Scopes of Work Selected consultants will be engaged on a project-by-project basis and may support a range of activities, including: Political economy literacy and analysis, stakeholder mapping, and influence strategy in specific countries or regional bodies Advocacy campaign design and delivery — theory of change, power mapping, message and narrative strategy, moment planning, and coalition mobilization to secure specific policy or financing decisions Development of advocacy tools including policy briefs, positioning papers, technical reports, and presentations Health financing and public financial management analysis — budget cycle engagement, domestic resource mobilization, investment cases, and debt-and-fiscal-space framing Rapid evidence synthesis — ability to surface relevant research quickly and distill it into decision-relevant form Data visualization and storytelling — making complex data intuitive and politically compelling Government relations. Technical policy engagement with ministries of health, finance, and national regulatory authorities Regional and continental advocacy support (African Union, Africa CDC, AUDA NEPAD, African Medicines Agency) and multilateral engagement (WHO governing bodies, Global Fund, Gavi, Unitaid) Development of advocacy communications products — media strategy, op-ed and press material development, polling and public opinion research, and launch packages Facilitation and convening — designing and running iterative collaborative processes with diverse actors (government officials, donors, civil society, researchers); managing group dynamics across power asymmetries Event management – design and delivery for high-level global and regional moments and events Advocacy and funding proposal development — articulating theory of change and translating advocacy strategy into competitive proposals for philanthropic, bilateral, and multilateral donors Qualifications We are seeking candidates who meet all of the following core requirements: Core Requirements Demonstrated experience in health policy, advocacy, or government engagement in low- and middle-income, and multilateral settings Fluency in English Strong client-facing communication and facilitation skills Ability to work independently in dynamic, multicultural, and politically sensitive environments Project management skills Desirables Degree in public policy, public health, economics, international development, or equivalent experience Demonstrated experience designing and running advocacy or political campaigns that achieved a defined change in government policy, budget, or public commitment — including coalition-building, grassroots or grasstops mobilization, and narrative strategy Systems thinking and problem mapping – ability to diagnose complex policy problems, map stakeholder incentives, and identify leverage points Digital and earned-media campaign experience, including audience targeting and rapid-response communications Professional proficiency in French or Portuguese Direct experience advising ministries of health or finance, national regulatory authorities, or working within a legislature or regional body (e.g., AU, Africa CDC, AMA, RECs) Specialist depth in one or more of: health financing/public financial management, regulatory systems policy, global health security, digital health and data systems, artificial intelligence in health, NCDs, climate and health; investment-case economics, media and strategic communications, polling and public opinion research. Established relationships with key health policymakers and networks in one or more priority geographies (e.g., Nigeria, Ghana, Ethiopia, Kenya, Tanzania, Uganda, Mozambique, Zambia South Africa, Francophone West Africa, USA, UK) Prior work with or knowledge of international donors and financing mechanisms Application Process Interested applicants should submit: CV (max 3 pages), or capability statement for organizations Short cover letter (max 1 page) summarizing relevant experience and naming principal area(s) of specialism from the list above Daily rate in USD We accept applications on a rolling basis and will prioritize candidates and organizations available for short-notice deployments or remote technical support.
