Speaker of the National Assembly Nelly Mutti has urged Members of Parliament (MPs) to uphold integrity, respect and accountability in the execution of their constitutional responsibilities.

Ms Mutti says disagreement is inherent in democracy, but hostility should not be allowed to undermine the dignity and effectiveness of Parliament.

She says the strength of Parliament should not be measured by the absence of differences, but by the ability of Members to resolve disagreements through reasoned debate, lawful procedures and mutual respect.

The Speaker was speaking in Lusaka today when she officiated at the four-day induction meeting for 280 Members of Parliament (MPs).

The induction meeting has come at a time when the House is composed of elected, nominated and non- constituency based law makers arising from the Mixed Member Proportional Representation (MMPR) arrangement.

She expressed hope that the induction would equip MPs with foundational knowledge and practical understanding to enable them to contribute meaningfully to the business of the House and effectively represent the citizens who entrusted them with the responsibility.

Ms Mutti said MPs should ensure that their words and actions inspire public confidence and that their decisions remain guided by the Constitution and the public good.

She encouraged the parliamentarians, especially those who are serving for the first time, to embrace the principles of service, integrity and legacy.

Ms Mutti said the privilege of representing the people should be understood as a duty to serve, while MPs should provide leadership through humility and a spirit of service.

She implored experienced MPs to mentor newly elected members and serve as role models for young people joining Parliament.

Ms Mutti stated that legislators have a responsibility to leave a positive legacy because they are temporary custodians of a permanent institution.

And the Speaker has challenged the MPs to focus on initiatives that will benefit future generations, citing the need for Parliament to have its own suitable infrastructure instead of relying on rented premises.

Meanwhile, Clerk of the National Assembly, Loveness Mayaka said Members of Parliament have a shared responsibility to contribute to the effective functioning and credibility of constitutional institutions.

Ms Mayaka said the transition from elections to effective parliamentary service takes place within a short period, during which MPs are expected to debate national issues, scrutinise legislation, serve on committees, oversee public resources, represent constituents and navigate complex parliamentary procedures.

She said the National Assembly has, through the recently established Institute for Parliamentary Studies and Training, introduced the Parliamentary Transition and Readiness Programme to support Members during this transition.

Ms Mayaka said the programme provides a structured framework for Members from the time they are elected through constitutional orientation, effective parliamentary service and continuous professional development.

She said the 14th National Assembly is the first to benefit from the integrated approach.

Ms Mayaka explained that support for Members will continue throughout the life of the 14th National Assembly through targeted learning and professional development programmes.

President Hakainde Hichilema is expected to open the First Session of the Fourteenth National Assembly on October 9, 2026.
