Don’t mobilise crowds for Archbishop Banda’s summon, authorities warn

AUTHORITIES have warned against any attempt to mobilise crowds or hold unlawful processions as the Drug Enforcement Commission (DEC) and the Zambia Police Service confirm that Archbishop of the Archdiocese of Lusaka, Dr Alick Banda, will be questioned tomorrow.

The Catholic bishop has been summoned the DEC over allegations involving a vehicle suspected to have been unlawfully obtained from the Zambia Revenue Authority (ZRA).

In a joint statement, DEC and police spokespersons Allan Tamba and Godfrey Chilabi, respectively, advised that only legal representatives and key personnel directly involved in the case will be permitted to accompany the Archbishop to the DEC premises.

“Members of the public are urged to refrain from engaging in any unlawful assembly or public procession, or any other conduct that may breach the peace or contravene relevant laws,” DEC and police stated.

“The Zambia Police Service will take appropriate measures, in accordance with the law, to prevent unlawful conduct.”

Archbishop Banda is scheduled to appear before investigators tomorrow and the Church has since organised a solidarity mass before the quizzing commences.

This is the second time this year that DEC has summoned the clergyman. In the first summon, in January, authorities recorded a warn and caution statement previously recorded from the archbishop.

According to the joint statement, the Catholic bishop is being investigated for possession of a blue Toyota Hilux, reasonably believed to have been unlawfully obtained, contrary to Section 319 of the Penal Code, Chapter 87 of the Laws of Zambia.

“Particulars of the offence are that Dr. Banda, on dates unknown, but between 22nd April 2021 and 27th December 2023, allegedly had in his possession, a blue Toyota Hilux motor vehicle bearing Registration Number ALF 7734, being property reasonably suspected to have been unlawfully obtained from the Zambia Revenue Authority (ZRA).”

“The motor vehicle in question, forms part of a wider investigation involving approximately 22 ZRA motor vehicles alleged to have been improperly disposed of. The broader matter has previously resulted into a conviction of other persons through the Courts of Law,” the authorities stated.

As investigations into the matter remain active, authorities have promised to update the nation as proceedings unfold.
