Position Overview The Registrar and Chief Operating Officer will oversee the University’s administrative systems, student affairs, human resource management, governance support, and regulatory compliance. This pivotal role ensures that operational functions align with and effectively support the University’s academic mission and strategic priorities. Key Responsibilities for Registrar and Chief Operating Officer Jobs in Lusaka University Governance and Administration: Act as the principal administrative officer, advising the Vice Chancellor on governance and administration. Provide secretariat services to the University Council, Senate, and statutory committees, ensuring accurate documentation and execution of resolutions. Lead the development and review of institutional policies and administrative systems, maintain institutional records, and facilitate communication across departments and senior management. Student Administration and Academic Support: Manage student admissions, registration, and enrolment in compliance with policies and regulations. Oversee accurate maintenance of academic records and transcripts. Coordinate examinations and graduation activities, ensuring efficient student administrative services and supporting Senate in academic regulation enforcement. Human Resource Management: Direct recruitment, onboarding, performance management, and staff development. Ensure adherence to Zambian labour laws and University policies. Provide guidance on employee relations, disciplinary matters, and staff welfare. Promote a professional and ethical workplace culture aligned with institutional growth. Regulatory Compliance and Quality Assurance: Guarantee compliance with Higher Education Authority (HEA) regulations and other statutory requirements. Manage institutional reporting and support programme accreditation and quality assurance initiatives. Uphold governance frameworks and operational policies. Strategic Planning and Institutional Development: Contribute to the University’s strategic plan development and execution. Support projects aimed at institutional growth, operational efficiency, and service enhancement. Provide leadership in major reforms and strengthen governance structures. Qualifications and Experience Master’s Degree in Education Management, Human Resource Management, Law, Business Administration, Public Administration, or a related discipline from a recognized institution. At least 7 to 10 years of senior-level administrative experience, preferably within higher education. Comprehensive understanding of higher education governance, policy implementation, and regulatory compliance. Experience in Human Resource Management and institutional administration is advantageous. Applicants should be aged between 45 and 50 years. Core Competencies Demonstrated strategic leadership and institutional management skills. Strong knowledge of university governance and administration. Excellent organizational, planning, interpersonal, and communication abilities. High standards of integrity, professionalism, and confidentiality. Capability to effectively manage diverse institutional functions simultaneously.
