The Ministry of Local Government and Rural Development says the Enhanced Constituency Development Fund (CDF) has significantly improved access to education, healthcare and other essential public services through infrastructure development across the country.

Speaking in an interview with the mediaat the ongoing 98th Zambia Agriculture and Commercial Show in Lusaka, Ministry of Local Government and Rural Development Principal Public Relations Officer Liseli Kanyanga, said the fund has transformed communities by financing projects that directly improve people’s lives.

Ms Kanyanga said in the education sector, government has procured more than 800,000 desks and constructed over 5,000 classroom blocks to create a conducive learning environment for pupils.

She said the initiative is in line with the Presidential directive that no child should learn while sitting on the floor and supports government’s commitment to providing quality education under the Free Education Policy.

Ms Kanyanga further said CDF has strengthened the health sector through the construction of more than 500 health posts across the country.

She added that local authorities have procured 156 ambulances, with each constituency receiving one ambulance to improve access to emergency healthcare services.

The Principal Public Relations Officer added that government has also drilled more than 6,000 boreholes in schools, health facilities and other public institutions to improve access to clean and safe water.

She noted that the ministry has further enhanced rural connectivity by enabling local authorities to procure yellow machines for road maintenance.

Ms Kanyanga said from 2022 to the first quarter of 2026, local authorities graded more than 5,000 kilometres of gravel roads, making it easier for people to access schools, health facilities and markets.

“We have done quite a number of activities, in an effort to enhance service delivery,” she noted.

She said the infrastructure projects being implemented through the Enhanced Constituency Development Fund continue to improve the quality of life for citizens and support government’s decentralisation agenda.

Meanwhile, Ministry of Local Government and Rural Development Senior Solid Waste Management officer Nachombe Nang’amba highlighted how the ministry is fostering trade and investment by digitising services in local authorities to improve efficiency and ease of doing business.

Ms Nang’amba said the ministry is implementing the programme in phases across the country.

She disclosed that Lusaka and Kitwe City Councils are among the flagship local authorities that have begun offering digital services through the e-Council platform.

She explained that the platform enables citizens and businesses to pay for permits, land rates and other council services online, eliminating the need for lengthy manual processes.

Ms Nang’amba said the digitalisation of council services has significantly reduced the turnaround time for processing payments and updating levies.

She noted that the initiative is creating a more business friendly environment by improving access to public services and enhancing operational efficiency in local authorities.

“Our citizens and business houses are now able to use the digital platform under the e-Council system to pay for permits, land rates and other services,” she added.

Ms Nang’amba said the ministry remains committed to expanding the digitalisation programme to more local authorities as part of government’s efforts to foster trade, attract investment and improve service delivery across the country.
