President Hakainde Hichilema has appointed four new Cabinet Ministers as part of changes to Zambia’s Government, according to a press release issued by State House on September 14, 2026.

The Head of State has, pursuant to Article 116 (1) of the Constitution of the Republic of Zambia, appointed Dr. Situmbeko Musokotwane, Member of Parliament for Liuwa, as the new Minister of Finance and National Planning.

The appointment places Dr. Musokotwane at the helm of the ministry responsible for overseeing Zambia’s national finances and economic planning.

President Hichilema has also exercised his constitutional powers under Article 68 (2) (b), as read with Article 69 (1), to nominate Professor Roma Chilengi, Dr. Gilbert Siame, Hon. Mulambo Haimbe, Hon. Mubita Anakoka and Mr. Noel Nkhoma as Members of Parliament.

Following the nominations, the President subsequently appointed Hon. Haimbe as Minister of Foreign Affairs and International Cooperation.

Dr. Siame has been appointed Minister of Green Economy and Environment, while Professor Chilengi has been appointed Minister of Health.

The latest appointments bring changes to several key areas of Government, including finance, foreign affairs, environmental policy and health.

The Finance and National Planning portfolio is particularly significant as Zambia continues to focus on economic management, fiscal stability, investment and national development planning.

The Foreign Affairs and International Cooperation Ministry, meanwhile, plays a key role in Zambia’s diplomatic relations and engagement with other countries and international organisations.

The appointment of Dr. Siame to the Green Economy and Environment portfolio also comes at a time when issues surrounding environmental protection, climate change, sustainable development and the responsible use of Zambia’s natural resources remain important areas of national discussion.

Professor Chilengi’s appointment as Minister of Health places him at the head of one of the country’s most critical public service sectors, with responsibility for policies and programmes affecting healthcare delivery across Zambia.

The appointments were announced by State House through a press release issued by Chief Communications Specialist Clayson Hamasaka on September 14, 2026.

The latest changes are made pursuant to Article 116 (1) of the Constitution, according to the statement.

The appointments mean that several prominent figures will now take on new responsibilities as President Hichilema’s administration continues with its governance and development agenda.
