Description: Job Purpose The Director Finance will provide quality support systems and services to the University through overall management, control and administration of the facilities. Oversee Finance Division operations and be responsible for budgeting, financial planning, reporting, treasury management, internal controls, taxation, and audit coordination. Plan institutional financial development in line with strategic business objectives; managing and leading change to ensure efficient delivery of financial services to the University community and stakeholders. Summary of Key Responsibilities: Oversee Finance Division operations. Develop and implement the University’s financial strategy aligned to the institutional strategic plan. Supervise and coordinate staff activities in various Units within Finance. Advise management and the University Council on financial strategy, resource allocation, and financial risk management while ensuring the efficient use of financial resources. Ensuring that high ethical standards are observed throughout the organization by demonstrating and encouraging professional, ethical behavior and encouraging senior management to actively demonstrate that the organization values ethical behavior when necessary. Work collaboratively with departments to ensure integrated service provision. Ensure compliance with statutory, regulatory, and tax requirements. Coordinate internal and external audits and ensure timely resolution of audit findings. Formulate and implement financial strategies in line with the University’s strategy based on understanding of the operating environment of the University, and provide valuable financial suggestions and programs for the University’s decision-making. Ensure provision of high-quality service and advice that is proactive and solution focused and responsive to the University stakeholder needs. Maintain good communication and cooperation with external institutions or personnel such as the government, banks, auditors, and lawyers, to deal with finance-related affairs and issues, and to provide protection for the compliance and reputation of the company. Identify and assess financial-related market risk, credit risk, liquidity risk, operational risk, compliance risk, etc., Develop and implement financial risk management strategies and measures, including risk prevention, risk transfer, risk control, and risk response. Report and deal with financial risk events in a timely manner to provide protection for the stability and security of the University Oversee financial management information systems and related technologies. Support institutional transparency and evidence-based decision-making. It is also expected that the Finance Director will carry out all other duties that are within the scope, spirit and purpose of the role as required. Primary Areas of Accountability: Qualifications and Experience Master’s degree in Finance, Accounting, Business Administration or a related field. Full professional qualification (CA Zambia, ACCA, CIMA). Must have a minimum of ten (10) years relevant experience, with at least three (3-4) years in a senior management position with complex organization Work experience at Finance Director level or similar with a university will be a plus Knowledge and experience in University corporate, staff and students needs and demands, and appropriate strategies for balancing these. Proven adherence to Corporate Governance tenets. Must have proven experience in budget, cost, performance, investment and financing, risk management, data governance, information disclosure, and tax planning.
