Zambia : Petauke Council Commences Property Capture For Valuation Roll

The Petauke District Council has commenced the process of capturing properties for its new property valuation roll with more than 7,000 properties expected to be captured during the exercise.

According to the District Council, the previous property valuation roll which expired in 2024 had slightly over 5,000 properties.

Speaking during a stakeholder engagement meeting on the exercise, Petauke District Council Secretary Kelvin Banda who was represented by Director of Planning Sibeso Muimui said the updated roll will help broaden the council’s revenue base and improve service delivery.

Mr Banda said the increase in the number of properties expected to be captured reflects the development that has taken place in the district over the years.

“From the previous roll that just expired, we had slightly above 5,000 properties that were captured. We anticipate that on the current one, because we have seen a lot of development taking place in our district, we are going to have over 7,000 properties captured,” he said.

He explained that the major benefit of the valuation roll will be increased revenue collection, which enables the council to provide improved services to communities.

“As we collect revenue, we also plough back into the communities and provide the services that are required,” he said.

Meanwhile, Petauke District Council’s Appointed Valuer, Paul Moyo, explained that the rates to be charged would be determined by the level of services the council will provide.

Mr Moyo said the determination of the rates would involve consultations between the Council and stakeholders to arrive at figures that would be mutually beneficial.

“What determines how much the council intends to raise from this Valuation Roll is what the council intends to do for you, the community.

When the Council reaches this stage, it must work with you, the stakeholders, to arrive at a rate which will be a win-win kind of situation,” he told the meeting.

And Petauke Chamber of Commerce, Trade and Industry Vice President Mwelwa Tembo has called on all property owners to comply with the exercise and pay the required property rates.

Mr Tembo said there is a need to broaden the Local Authority’s revenue base, noting that only a small percentage of residents are currently responsible for paying a significant share of land rates.

“Two years ago, we did a study under the bill of the Chamber, and it was discovered that only seven percent of Petauke residents are paying 60 percent of the land rates, which is very unfair. We have got big numbers here, we cannot have only seven percent out of residents fulfilling their mandate. We need to broaden the tax base by ensuring all those who are supposed to pay do so,” he emphasised.
