Government has reaffirmed its commitment to building productive, resilient and nutrition sensitive agri-food systems with the recent launch of the National Food and Nutrition Security Policy, its Implementation Plan and the National Stunting Reduction Strategy.

Office of the Vice President Permanent Secretary Administration, Lilian Kapusana, says the three instruments provide a comprehensive framework to address Zambia’s food security and nutrition challenges during the Food Systems Technical Dialogue on Scalable Success Models and the Convergence Initiative.

Ms Kapusana who was represented by Director Planning and Information, Yengwe Kakusa was speaking during the food system technical dialogue on the scalable success model and convergence initiative in Zambia.

She stated that the Policy provides strategic direction for strengthening multi-sectoral action, while the implementation plan translates policy into clear actions and responsibilities.

Ms Kapusana indicated that the stunting Reduction Strategy, targets one of Zambia’s most persistent development challenges by improving child nutrition and safeguarding the future health and productivity of children.

“These policy frameworks reaffirm Government’s commitment to ensuring that every Zambian has access to sufficient, safe, affordable and nutritious food,” Ms Kapusana said.

She noted that the Office of the Vice President is mandated to coordinate Zambia’s Food Systems Transformation Agenda and Nutrition Security, and has strengthened multi-sectoral collaboration as it works with the National Food and Nutrition Commission, National Food Systems Convener and cooperating partners.

Ms Kapusana said the dialogue is timely as it provides an opportunity to assess progress, identify challenges and agree on practical actions to accelerate transformation.

She highlighted climate change, prolonged droughts and floods, land degradation, rising food prices and changing consumption patterns as key threats, but also as opportunities to transform how Zambia produces, processes, distributes and consumes food.

Ms Kapusana has called for increased investment in climate-smart agriculture, diversified food production, resilient value chains, improved market access, reduction of food loss and waste, and sustainable fisheries and livestock systems, while ensuring healthy diets and protecting natural resources.

“Let us focus on interventions that have demonstrated results and explore how they can be expanded through stronger coordination, increased investment and effective partnerships,” she urged participants.

She encouraged delegates to develop actionable, evidence based recommendations to guide the next phase of Zambia’s Food Systems Transformation, stressing that transforming food systems is a shared national responsibility requiring coordinated action by Government, cooperating partners, civil society, academia, the private sector and farmer organisations.

And Food Systems Regional Advisor for Africa at the UN Food Systems Coordination Hub, Martin Bwalya, noted that food insecurity, malnutrition, climate change, biodiversity loss and youth unemployment are deeply interconnected and require integrated responses.

“Food systems transformation is one of the strongest accelerators of the 2030 Agenda and of key national economic growth and development goals,”Mr Bwalya said.

Mr Bwalya said the Hub was established after the 2021 UN Food Systems Summit to support countries in translating national pathways into action through demand driven technical assistance, coordination and access to financing.

Meanwhile, United Nations Resident Coordinator, Beatrice Mutali, represented by Food and Agriculture Organsation Representative, George Chomba, said food systems must become more resilient and nutrition sensitive to meet the needs of present and future generations.

She noted that millions still face hunger, food insecurity and malnutrition, while climate change, environmental degradation and economic pressure continue to strain systems.

“The United Nations recognises that no single institution can transform food systems without partnership,” she said.

Ms Mutali reaffirmed the UN’s commitment to supporting Zambia in strengthening food security, improving nutrition, promoting climate-friendly practices, enhancing resilience, supporting sustainable natural resource management, strengthening social protection and improving livelihoods.

She also acknowledged the support received from the Government and the European Union, stressing that partnership with government, European partners, research institutions, civil society, farmer organisations and the private sector is central to delivering results.
