The Electoral Commission of Zambia (ECZ) says only two political parties currently qualify for the allocation of proportional representation seats in the National Assembly and all 116 local authorities.

The determination is based on the Presidential election results declared on August 18, 2026.

ECZ Chief Electoral Officer Brown Kasaro says following the inauguration of President Hakainde Hichilema, the Commission is within the initial seven-day period provided by law to allocate the proportional representation seats.

Mr. Kasaro said the Electoral Process Amendment Act sets out the procedure for allocating the seats, beginning from the date of the inauguration of the President-elect.

He said the Commission is required to distribute the seats among qualifying political parties within seven days of the President’s inauguration.

Mr. Kasaro said the Commission has not yet received names of candidates for the proportional representation seats because the process has not reached that stage.

He said once the allocation is completed, the Commission will write to the qualifying political parties to submit their lists of candidates.

Mr. Kasaro said the parties will then have seven days to submit separate lists comprising women, youth and persons with disabilities.

He said the proportional representation system applies to both the National Assembly and all 116 local authorities.

Mr. Kasaro explained that the Electoral Process Amendment Act provides for a formula based on the valid votes obtained by presidential candidates sponsored by political parties.

He said the Commission will use the total valid votes obtained by the 12 political-party-sponsored presidential candidates to determine the number of proportional representation seats each qualifying party is entitled to.
