Police arrest former minister Katele Kalumba for cyber harassment

POLICE in Kabwe have arrested and charged former Foreign Affairs Minister Dr Katele Kalumba with harassment contrary to Section 22 of the Cyber Crimes Act No. 4 of 2025.

According to a statement issued by police spokesperson Godfrey Chilabi, the matter was reported at Kabwe Central Police Station on September 10, 2026, by Albert Munjulunji, 29.

It is alleged that on August 11, 2026, Kalumba, of Chienge District, published and disseminated electronic content with the intent to humiliate President Hakainde Hichilema.

Police opened a docket and commenced investigations. Kalumba was apprehended September 23 in Chienge District and formally charged and arrested September 24 at Kabwe Central Police Station.

He has since been released on police bond and is expected to appear in court soon.

Police have reminded members of the public to use social media responsibly and respectfully, noting that while Article 20 of the Constitution provides for freedom of expression, it should be exercised with due regard for the rights, dignity and reputation of others.
