Mnangagwa’s UNGA Speech Draws Mixed Reactions as Empty Hall Images Resurface

NEW YORK- President Emmerson Mnangagwa addressed the 81st Session of the United Nations General Assembly today, 24 September, as the first head of state to speak in the morning session in New York.

Under the General Assembly theme of “Better together: 81 years and more for peace, development and human rights,” he challenged world leaders to use artificial intelligence and digitalisation to narrow inequalities rather than deepen them, saying the right to development must now be appropriately guided in a technology-driven era.

He also reiterated Zimbabwe’s long-standing calls for the unconditional lifting of sanctions, reform of the global financial architecture, equal application of international law, and reform of the UN Security Council to grant Africa two permanent seats in line with the Ezulwini Consensus, ahead of Zimbabwe’s upcoming tenure as a non-permanent member in 2027-2028

While state media focused on the message of peace, justice and sovereign equality and his meeting with UN Secretary-General Antonio Guterres on multilateralism and climate justice, the reaction on Zimbabwean social media was dominated once again by images of a sparsely populated hall.

Clips circulating on X and YouTube captioned as “Mnangagwa addresses empty chairs again” have become a recurring feature of his UN appearances, with similar reports from his addresses in 2019 and 2023 when the auditorium was described as almost empty.

Opposition voices have previously seized on the visuals, with former MP Fadzayi Mahere in 2023 saying the speech was “as vacant as the hall it was delivered in.”

Government officials have defended the optics, arguing that the real UN audience is not the physical seats in the hall, with presidential spokesperson George Charamba previously saying critics are confused about who the audience for UN summits are, as most world leaders address a largely empty chamber due to the packed speaking schedule.
