MANSA, LUAPULA PROVINCE, July 12, 2026 – National Reconciliation Party for Unity and Prosperity (NRP-UP) presidential candidate Brian Mundubile concluded his campaign tour of Luapula Province with a large rally in Mansa on Sunday, where he pledged to “reset” Zambia if elected in the August 13 General Election and accused the ruling UPND of becoming “desperate” as the campaign enters its final month.
Addressing supporters at what the party described as a mega rally, Mundubile said Zambia needed a change in leadership to restore confidence in public institutions and expand economic opportunities.
He criticised President Hakainde Hichilema’s administration, alleging that the country was being run “like a katemba” and “like a farm” rather than as a modern democratic state.
“The country is no longer functioning the way it should. We shall reset Zambia and create opportunities for all Zambians, not just a privileged few,” Mundubile told supporters.
The NRP-UP leader, whose presidential bid is backed by the Tonse Pamodzi Alliance of more than 20 political parties, said his administration would pursue reforms aimed at strengthening public institutions and improving governance.
Promises end to cadreism
Mundubile also promised to eliminate what he described as cadreism in public administration.
He alleged that the ruling UPND had placed party cadres within sections of the Civil Service and said an NRP-UP government would ensure that the Public Service remained politically neutral.
“There shall be no more cadreism. Politicians must not be in the Civil Service,” he said.
The UPND has previously rejected opposition allegations that it has politicised the Civil Service.
Claims of “desperation”
Turning to the electoral process, Mundubile clarified earlier remarks he made regarding civil servants, saying his warning was directed only at public officers who might receive unlawful instructions during the election period.
He alleged that the UPND was attempting to use some public officials to manipulate the outcome of the elections, although he did not publicly provide evidence to support the claim.
“The outgoing government is desperate to rig the elections and prevent the will of the people,” Mundubile alleged.
The Electoral Commission of Zambia (ECZ) has repeatedly stated that it is committed to conducting a free, fair and credible election, while urging political parties to raise any electoral concerns through the appropriate legal and institutional channels.
Makebi revisits UPND campaign promises

Speaking at the same rally, NRP-UP running mate Makebi Zulu urged voters to assess the UPND government based on its 2021 campaign commitments.
Zulu cited campaign promises relating to the cost of living and other economic issues, arguing that many commitments remained unfulfilled, and appealed to voters to support the Tonse Pamodzi Alliance in next month’s polls.
The Mansa rally marked the end of Mundubile and Zulu’s campaign programme in Luapula Province. The alliance is expected to continue its nationwide campaign in other provinces in accordance with the Electoral Commission of Zambia’s campaign timetable as the race towards the August 13 General Election intensifies.
