The Energy Regulation Board (ERB), a statutory body created by the Energy Regulation Act No. 12 of 2019 to regulate Zambia’s energy sector, is looking to hire qualified and experienced Zambian nationals to fill the position of UPP Field Officer (x10), based at various offices across the country. Job Title: UPP Field Officer (x10) Job Type: 2 years fixed-term employment contract Location: Head Office – Lusaka, Copperbelt Office – Kitwe, Northern Region Office – Kasama and Southern Region Office – Livingstone ERB Grade: ERB 6 Reports To: Zonal Coordinator Main Duties and Responsibilities – Conduct physical verification of petroleum product uplifts and deliveries. – Verify transport distances to ensure the accuracy of claims for cost differentials. – Collect and validate data from Oil Marketing Companies (OMCs) and transporters. – Assist in monitoring OMC compliance with the UPP framework, identify discrepancies or potential fraud, and participate in joint inspections with other regulatory bodies. – Prepare and submit timely field reports to the UPP Zonal Coordinator and liaise with OMCs and transporters to facilitate smooth data collection. – Represent the ERB professionally and provide basic technical guidance on UPP processes to stakeholders in the field. Minimum Qualifications and Skills – Full Grade 12 Certificate with 5 Credits or better. – Bachelor’s degree in Economics, Business Administration, Statistics, Mathematics, or a related field. – Minimum of two (2) years relevant experience in data collection, field monitoring, or a related role. Experience within the energy or regulatory sector is an added advantage. – Verification of all qualifications by ZAQA is required. Required Attributes – Knowledge of the Zambian petroleum downstream sector and the UPP mechanism. – Strong analytical and data collation skills. – Excellent oral, written and report writing skills. – Proficiency in Microsoft Office Suite, especially Excel, and database management. – High level of integrity, attention to detail and accuracy. – Strong interpersonal and stakeholder engagement skills. – Ability to work independently with minimal supervision. – Willingness to travel extensively within the assigned region.
