About Zambia Federation of Disability Organisations Since the early 1980s, ZAFOD has championed the protection of disability rights, focusing on ensuring equal political and public participation for persons with disabilities. The organisation conducts pre- and post-election observations to assess accessibility and participation in electoral processes nationwide. This thematic election observation monitors potential barriers and supports improvements through strategic advocacy. Key Responsibilities for Program Manager Elections Jobs in Lusaka Lead the strategic, technical, and operational management of ZAFOD’s disability-inclusive election observation program. Develop and maintain partnerships with civil society organizations (CSOs), organizations of persons with disabilities (OPDs), electoral stakeholders, and development partners. Provide technical guidance and capacity building to partners on inclusive election observation methodologies. Oversee program design, work planning, budgeting, and financial compliance. Produce analytical reports on political and electoral developments relevant to disability inclusion. Manage donor reporting, monitoring and evaluation, and ensure data-driven learning. Coordinate observer recruitment, deployment, accreditation, and supervision of program staff and interns. Represent the program in stakeholder and donor engagements. Qualifications and Experience University degree in international development, political science, international relations, public policy, law, or a related field. At least 5 to 7 years of relevant experience in governance, elections, or civil society programming. Proven track record in program management and partner coordination. Expertise in inclusive governance, disability inclusion, or election observation. Strong skills in monitoring & evaluation, data analysis, and report writing. Experience managing budgets and donor-funded projects. Familiarity with the Zambian electoral system and political environment. Skills and Competencies Excellent analytical and political assessment abilities. Strong written and verbal communication skills. Ability to manage multiple stakeholders and build effective partnerships. Organizational leadership and team supervision capabilities. Proficiency in Microsoft Office, Google Suite, and data analysis tools. High integrity, objectivity, and non-partisanship with a readiness to work extended hours during peak periods. Working Conditions Position based in Lusaka, Zambia, with occasional travel across the country. May require extended working hours during election periods to meet program demands.
