About the Nursing and Midwifery Council of Zambia NMCZ regulates nursing and midwifery education and practice to ensure safe, competent, and professional care for the public. The Council invites applications from experienced and result-driven individuals to fill the following full-time vacancies based in Lusaka. Available Positions and Key Responsibilities 1. Director – Finance (Fixed-Term Contract) Purpose: Oversee financial resources, stores, and assets to ensure prudent use and accountability of public funds. Develop and implement financial management policies. Prepare financial reports and statements for stakeholders. Coordinate annual budget preparation and implementation. Manage income, expenditure, payroll processing, and audit responses. Oversee investment of excess funds and donor fund management. Provide secretariat services to the Finance, Administration, and IT Committee. Requirements: Full Form V or Grade 12 certificate. Bachelor’s Degree in Accounting or equivalent (CA, ACCA, CIMA). Membership in the Zambia Institute of Chartered Accountants (ZICA). Minimum 10 years relevant experience, including 4 years in management. Proficiency in Microsoft Office and excellent English communication skills. 2. Legal Counsel (Fixed-Term Contract) Purpose: Provide legal and corporate governance services to safeguard the Council’s interests. Offer expert legal opinions on contracts and agreements. Represent the Council in courts and quasi-judicial bodies. Provide secretariat services to the Board and Council committees. Conduct investigations and draft legal documents ensuring compliance. Interpret relevant statutes including the Nurses and Midwives Act. Requirements: Full Form V or Grade 12 certificate. Bachelor of Laws (LLB) degree. Advocate of the High Court of Zambia and member of the Law Association of Zambia (LAZ). At least 4 years’ experience at the Bar, including 2 years in senior management. Strong English communication and report-writing skills. 3. Manager – Internal Audit and Risk Management (Permanent and Pensionable) Purpose: Manage internal audit and risk management to provide independent assurance on governance and controls. Develop and disseminate audit and risk management policies. Conduct audits and coordinate risk-based annual audit plans. Verify Council assets and implement Enterprise Risk Management framework. Provide secretariat services to the Audit and Risk Committee. Implement performance management systems. Requirements: Full Form V or Grade 12 certificate. Bachelor’s Degree in Accounting or equivalent with ZICA membership. Minimum 5 years relevant experience. Excellent English communication and technical report writing skills. 4. Manager – Education and Training (Permanent and Pensionable) Purpose: Manage nursing and midwifery education and training to improve quality and relevance. Formulate policies and assess higher education institutions. Develop and review curricula and training manuals. Accredit training sites, examination centers, and CPD providers. Conduct research and implement capacity-building programs. Oversee performance management and resource utilization. Requirements: Full Form V or Grade 12 certificate. Bachelor Degree in Nursing/Midwifery, registered and licensed with NMCZ. Minimum 8 years experience with 2 years supervisory experience. Strong analytical, communication, and report-writing skills. 5. Manager – Human Capital and Administration (Permanent and Pensionable) Purpose: Lead human capital and administration to enhance organizational performance. Develop and implement HR policies and talent management strategies. Manage training programs, employee relations, wellness, and disciplinary processes. Maintain inventory of assets and ensure efficient administrative support. Oversee records management and payroll processing. Coordinate performance management systems. Requirements: Full Form V or Grade 12 certificate. Bachelor’s degree in Human Resource Management or Public Administration. At least 8 years relevant experience with 2 years in management. Membership in the Zambia Institute of Human Resource Management. Practical knowledge of Zambian labour laws and proficiency in MS Office. 6. Monitoring and Evaluation Officer (Permanent and Pensionable) Purpose: Supervise and conduct monitoring and evaluation of programs to assess performance and guide interventions. Develop and disseminate monitoring and evaluation policies. Monitor Council programs and nursing institutions’ performance. Develop and review M&E tools and compile data for analysis. Requirements: Full Form V or Grade 12 certificate. Bachelor’s Degree in Monitoring and Evaluation, Economics, Social Sciences, Statistics, or related field. At least 8 years relevant experience with 2 years in management. Professional certification in Monitoring & Evaluation or Project Management (e.g., PRINCE2). Proficiency with data analysis software (SPSS, STATA, R, NVivo, Advanced Excel).
