A Zambia National Broadcasting Corporation (ZNBC) employee, MacPherson Mukuka, has been detained by the Zambia Police Service in Lusaka over an alleged cyber-related offence involving the recording and publication of a private conversation.
According to a statement issued by Zambia Police Service Public Relations Officer Godfrey Chilabi, Mukuka, 37, is being investigated for the alleged offence of Prohibition of Recording a Private Conversation Without Prior Notice, contrary to Section 10 of the Cyber Crimes Act No. 4 of 2025.
Police say the alleged offence occurred between July 14 and July 17, 2026.
It is alleged that Mukuka used a Facebook page identified as Earth Television Zambia to publish an article containing an audio recording of a private meeting involving several individuals.
According to the police, the audio recording was allegedly made without notifying the people who participated in the meeting before it was later published on the Facebook page.
“The Zambia Police Service in Lusaka wishes to confirm the detention of MacPherson Mukuka, aged 37, an employee of the Zambia National Broadcasting Corporation (ZNBC), in connection with an alleged offence of Prohibition of Recording a Private Conversation Without Prior Notice, contrary to Section 10 of the Cyber Crimes Act No. 4 of 2025,” the statement reads in part.
Police have since launched investigations into the matter, with Mukuka remaining in custody as officers gather further evidence.
Authorities say more information regarding the case will be released as investigations progress.
The case is among the latest to be investigated under Zambia’s Cyber Crimes Act No. 4 of 2025, legislation that regulates various cyber-related offences, including the unlawful recording and distribution of private communications.
The detention of the ZNBC employee has already attracted public attention, particularly among media practitioners and social media users, as discussions continue over the application of the Cyber Crimes Act and issues surrounding privacy, journalism and digital publishing.
Police have indicated that investigations are ongoing, and the suspect remains in custody pending the outcome of those investigations.
