Government has commissioned a one-by-four classroom block at Lufupa Day Secondary School in Kasempa District in Northwestern Province, constructed at a cost of K1.7 million under the 2024 Constituency Development Fund (CDF) allocation.

Government also handed over K2.7 million in grants to 92 cooperatives and other groups under the 2026 CDF Grants Empowerment Component.

Speaking during the event, North-Western Province Deputy Permanent Secretary, Luckson Mulumbi, said the projects demonstrate the government’s commitment to improving the quality of education and empowering citizens in Kasempa district and the province at large.

Mr Mulumbi said the project is a direct response to the growing demand for additional classroom spaces due to increased pupil enrollment as a result of free education.

Mr Mulumbi urged the School management, teachers, pupils and the local community to take ownership of the infrastructure and ensure that it is well maintained for the benefit of both current and future generations.

The Deputy Permanent Secretary also encouraged the CDF grant beneficiaries to invest in sustainable income-generating activities that will contribute to economic growth and improve livelihoods.

He said the CDF was designed to directly empower citizens through its grants and loans components.

“Let me challenge the beneficiaries receiving grants today to prove that this government investment in you is worthwhile. We are not handing over this money for personal consumption, but as capital to grow your businesses,” Mr Mulumbi said.

Kasempa Town Council Secretary, Beston Kajoba, said the classroom block is a testament to effective community participation in decision-making and the prudent utilisation of public resources.

Mr Kajoba noted that the project demonstrates how the increased CDF allocation is addressing the developmental needs of communities through impactful infrastructure projects.

 “This is a direct outcome of the increased CDF allocation, which has enabled communities to move from small-scale interventions to transformative infrastructure development,” he said

Meanwhile, Kasempa District Education Board Secretary, Kazadi Bombwe commended the government for its continued investment in the education sector through the school feeding programme, free education policy and school infrastructure development.

Mr Bombwe said the introduction of school feeding programme and free education have contributed to the increased pupil enrollment to over 51, 000 from 30, 000 learners in 2021.

In a vote of thanks, Lufupa Day Secondary School Parents-Teachers Committee Chairperson, Njekwa Mubita, said the new classroom block will help decongest learning spaces at the school.

Mr Mubita explained that Secondary school pupils have been sharing classrooms with learners at the primary school, a situation he said has affected the learning environment.
