BREAKING | Findlay Charged With Terrorism Financing Offence
Lusaka businessman Harry Findlay has been charged with an offence relating to the alleged funding of terrorism after spending more than two weeks in detention.
Findlay’s lawyer, Milner Katoto, confirmed the charge to ZNBC News on Thursday after proceedings at the Lusaka High Court.
According to Katoto, Findlay has been charged under Section 20 of the Anti-Terrorism and Non-Proliferation Act No. 6 of 2018, relating to the prohibition against providing or aiding the provision of funds connected to terrorism.
The charge marks a significant turn in Findlay’s detention. He was picked up by a joint security team on August 4, 2026, and has remained in custody in Lusaka.
His lawyers had earlier moved to the High Court seeking habeas corpus, a legal procedure requiring authorities to justify a person’s continued detention before the court.
Meanwhile, High Court Judge Lameck Mwale has recused himself from handling Findlay’s case. The matter will now have to be allocated to another judge, while Findlay remains in detention.
The charge is an allegation and does not establish guilt. Prosecutors will be required to prove their case through the courts, while Findlay retains the right to challenge the charge and his continued detention.
