In a statement, Mr. Kalaba said he was addressing the nation “with profound sadness” following the “tragic passing” of Mr. Kafwaya. He extended condolences to the family, friends and all Zambians mourning the loss.
Mr. Kalaba said the circumstances of Mr. Kafwaya’s death “have raised serious questions and concerns across the nation” and that citizens “deserve clarity, transparency, and reassurance.”
He called on authorities to explain: who authorized the operation; what rules of engagement were applied; why lethal force was used; and why “the nation was deliberately misled in the immediate aftermath.”
Citing “the apparent failure of domestic accountability mechanisms,” Mr. Kalaba said the matter should be reported to the International Criminal Court so the family could access international legal representation and support.
“The family and the Zambian people deserve clear answers,” he said. He also urged regional and international institutions to support efforts promoting transparency, accountability and respect for the rule of law.
Mr. Kalaba urged citizens to remain peaceful and united while seeking truth and justice. “May the soul of Hon. Mutotwe Kafwaya rest in eternal peace,” he said.
