Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases. Position: Systems Support Manager Number of vacancies: 1 Contract type: Fixed Term. Contract duration: TBA. Location: Lusaka, Zambia Reporting to: Head of IT Date advertised: 10 September 2026. MINIMUM QUALIFICATIONS AND EXPERIENCE • Bachelor’s degree from an accredited tertiary institution in a technology-related field. • IT certifications (Microsoft, CISCO). • Five years’ relevant IT infrastructure, network support and operations-management experience, with a technology background and understanding of service management, networks and internet connectivity. • High proficiency in Microsoft Office and other software tools. DESIRABLE QUALIFICATIONS AND EXPERIENCE • Postgraduate qualification in a technology-related field. • Seven years’ IT infrastructure, connectivity/network support and operations-management experience, including eLMIS or other health-information/supply-chain systems across multiple sites, with understanding of service management and infrastructure. COMPETENCIES Selection, assignment and development of subordinates; leadership and delegation of responsibility/authority; planning, execution and communication. KEY PERFORMANCE AREAS IT infrastructure management • Determine network, server, storage, hardware and connectivity needs for eLMIS and related systems across RTCZ and supported MoH/ZAMMSA sites. • Manage platform operations and stability/uptime of medium-to-large infrastructure. • Define hardware, software and connectivity requirements and financial inputs. • Set infrastructure strategy/architecture aligned with business strategy and service quality. • Lead central/provincial infrastructure project implementations. Network and connectivity • Manage LAN, WAN and internet supporting eLMIS at central, provincial and facility levels. • Ensure reliable, secure and cost-effective connectivity with providers/vendors. • Monitor performance, resolve availability issues and plan upgrades/redundancy. eLMIS availability and support • Direct secure continuous operations, administration and maintenance. • Meet/exceed service levels and infrastructure/connectivity KPIs. • Oversee first-line response, escalation and incident quality control. • Coordinate hardware repairs, remote support via TeamViewer/AnyDesk, and courier/repair arrangements for faulty facility equipment. Security, backup and continuity • Establish security, privacy, disaster-recovery and continuity measures. • Execute security programmes covering policy, access, privacy, vendors and auditing. • Ensure backups, recovery tests and secure processing to protect eLMIS data and electronic health records. Team supervision and administration • Lead/develop provincial Systems Administrators and oversee deliverables/performance. • Provide skills transfer and in-house staff training. • Lead infrastructure/connectivity policy and procedure development. • Monitor/control budgets and ensure daily, weekly and monthly statistics/status reports meet departmental needs. Vendor, change and records management • Lead discussions with engineers, contractors, providers and vendors; manage service contracts. • Liaise with governance structures on infrastructure, connectivity and records control. • Document/test changes before production deployment and manage/document later changes.
