Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases. Position: Software Developer (2 Positions) Number of vacancies: 2 Contract type: Fixed Term. Contract duration: TBA. Location: Lusaka, Zambia Reporting to: Senior Software Developer Date advertised: 10 September 2026. MINIMUM QUALIFICATIONS AND EXPERIENCE • Bachelor’s degree from an accredited tertiary institution in Computer Science, Software Engineering, Information Technology or a related field. • Working knowledge of at least one language such as Java, C#, Python or JavaScript, with relational-database and version-control exposure such as Git. • Two years’ software-development/application-programming experience, including coding, testing and debugging. • Familiarity with Java, C#, Python, JavaScript or SQL; HTML/CSS/JavaScript; version control; databases and APIs. • High proficiency in Microsoft Office and other software tools. DESIRABLE QUALIFICATIONS AND EXPERIENCE • Postgraduate qualification in a technology-related field. • Software-development, database or agile certifications. • Four years’ development experience, including eLMIS, SmartCare Pro, DHIS2 or other health-information/supply-chain systems and agile methods. • Secure-coding and web-services integration knowledge. COMPETENCIES Technical competence/quality; problem-solving/analysis; planning/execution; learning/adaptability; communication/collaboration. KEY PERFORMANCE AREAS System development • Write, code and test supply-chain/warehouse tracking solutions including eLMIS, SmartCare Pro and DHIS2. • Develop applications/features using appropriate tools under technical specifications. • Translate requirements/designs from the Senior Software Developer and Business Analyst into working software. • Meet security, scalability and performance standards. Integration • Help connect management-information systems to health-logistics platforms. • Integrate databases/APIs/web services across eLMIS, ERP/WarehouseXpert, SmartCare/HER (as printed in the source) and DHIS2. Maintenance and enhancement • Implement assigned updates/fixes. • Deploy enhancements under the MoH-led Change Control Board process. • Maintain documentation of designs, code and procedures. Support and troubleshooting • Debug database, server and application issues for public-health storage/distribution hubs. • Resolve issues promptly and escalate complex problems to the Senior Software Developer. • Support users and post-deployment maintenance/enhancements. Quality assurance and documentation • Write unit tests, participate in code reviews and follow coding standards. • Apply SDLC/agile methods; write clean, maintainable, efficient and secure code. Collaboration and improvement • Collaborate with developers, designers, analysts and project managers for timely delivery within scope. • Research emerging technologies/trends. • Enhance data visibility/collection tools for medical-commodity decisions. • Perform other responsibilities assigned by the Senior Software Developer.
