Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases. Position: FASP Specialist – Pharmacy Number of vacancies: 1 Contract type: Fixed Term. Contract duration: TBA. Location: TBA, as listed in the advert. Reporting to: Senior Technical Specialist – FASP Date advertised: 10 September 2026. MINIMUM QUALIFICATIONS AND EXPERIENCE • Degree in Pharmacy, Pharmacology or a related field. • At least five years’ health supply-chain forecasting experience. • Experience with quantification tools such as QAT, Quantimed or similar. • Understanding of Zambian health supply-chain systems. DESIRABLE QUALIFICATIONS AND EXPERIENCE • Master’s degree in Public Health or Supply Chain Management. • Forecasting and quantification certification. • Experience with PEPFAR-funded programmes, HIV and TB commodity supply chains and MOH pharmaceutical systems. KEY PERFORMANCE AREAS Forecasting and quantification • Support timely completion of the 2026 pharmacy-commodities forecasting cycle. • Conduct data-quality assessments for accuracy, completeness and reliability. • Lead pharmacy-commodity quantification using the Quantification Analytics Tool (QAT). • Validate assumptions, inputs, consumption trends and programme requirements for evidence-based forecasts. Commodity-specific planning • Coordinate forecasting and supply planning for ARVs, TB medicines and essential medicines. • Forecast requirements from consumption, service demand and programme needs. • Track consumption patterns and trends to inform quantification and planning. Data management • Maintain timely, reliable pharmacy-commodity databases and records. • Analyse and visualise consumption trends, gaps and insights for forecasting/planning. • Improve data quality, reliability and usability; ensure accurate, complete forecasting records. Pipeline monitoring • Monitor pharmacy-commodity pipelines for timely availability of medicines and health commodities. • Track shipment status/delivery progress and address potential delays. • Identify bottlenecks and report issues needing corrective action. • Coordinate stakeholders for timely shipment, receipt and distribution. Capacity building • Mentor MOH/ZAMMSA staff in forecasting, quantification and supply planning. • Support QAT training and practical capacity building for pharmacy/supply-chain personnel. • Develop training materials, job aids and reference tools. • Ensure effective transfer of forecasting, quantification and planning competencies to MOH/ZAMMSA staff.
