Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases. Position: FASP Specialist – Laboratory Number of vacancies: 1 Contract type: Fixed Term. Contract duration: TBA. Location: TBA, as listed in the advert. Reporting to: Senior Technical Specialist – FASP Date advertised: 10 September 2026. MINIMUM QUALIFICATIONS AND EXPERIENCE • Degree in Medical Laboratory Science, Biomedical Science or a related field. • At least five years’ health supply-chain forecasting experience. • Experience with quantification tools such as QAT, Quantimed or similar. • Understanding of Zambian health supply-chain systems. DESIRABLE QUALIFICATIONS AND EXPERIENCE • Master’s degree in Public Health or Supply Chain Management. • Forecasting and quantification certification. • Experience with PEPFAR-funded programmes, HIV laboratory commodity supply chains and MOH laboratory systems. COMPETENCIES Technical expertise; data management; coordination/collaboration; capacity building; ethics/integrity; professionalism. KEY PERFORMANCE AREAS Forecasting and quantification • Support timely completion of the 2026 laboratory-commodities forecasting cycle. • Assess completeness, accuracy and reliability of laboratory-commodity data. • Lead laboratory-commodity quantification using the Quantification Analytics Tool (QAT). • Validate assumptions, inputs and consumption trends for evidence-based supply planning. Commodity-specific planning • Forecast and plan supplies of VL/EID reagents, diagnostic test kits and laboratory consumables. • Forecast requirements from consumption, service demand and programme needs. • Track consumption patterns and trends to inform quantification and planning. Data management • Maintain accurate, complete laboratory-commodity databases and records for timely access. • Analyse and visualise data to identify trends, gaps and insights for supply decisions. • Support data-quality improvement initiatives and reliable forecasting information. Pipeline monitoring • Monitor laboratory-commodity pipelines for timely availability. • Track shipment status/delivery progress and identify delays. • Identify bottlenecks and report issues needing corrective action. • Coordinate stakeholders for timely shipment and delivery. Capacity building • Mentor MOH/ZAMMSA staff in forecasting, quantification and supply planning. • Support QAT training and practical capacity-building sessions. • Develop training materials, job aids and reference tools. • Ensure effective transfer of forecasting, quantification and planning competencies to MOH/ZAMMSA staff.
