Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases. Position: Data Analytics Lead Number of vacancies: 1 Contract type: Fixed Term. Contract duration: TBA. Location: TBA, as listed in the advert. Reporting to: GIS & data Manager Date advertised: 10 September 2026. MINIMUM QUALIFICATIONS AND EXPERIENCE • Bachelor’s degree in Data Science, Computer Science, Statistics, Applied Mathematics, Information Systems or another quantitative discipline. • Formal training in database management and/or business intelligence. • At least five years’ experience in business intelligence development, data management and analytics. • High proficiency in SQL Server technologies, Python, Power BI or equivalent tools for manipulating, querying, modelling and presenting data. • Experience leading analytics/data deliverables, supervising analysts and working with donor-funded programmes. DESIRABLE QUALIFICATIONS AND EXPERIENCE • Master’s degree or international equivalent in a quantitative/data-related field. • Experience designing dashboards, virtual maps and interactive reporting tools. • Data warehousing, ETL and data-model creation experience. • Experience with eLMIS, SmartCare Pro, QAT and WMS. • Experience building government counterparts’ capacity in analytics and data use. KEY PERFORMANCE AREAS Analytics systems and platforms • Develop and promote an analytics platform using business intelligence software such as Power BI. • Manage performance reports and dashboards from SmartCare Pro, DHIS2, eLMIS and WMS. • Oversee integration and use of eLMIS, SmartCare Pro, QAT and WMS for analytics/reporting. • Develop data-management and analysis procedures ensuring accessibility, reliability and timeliness. • Solve moderate-to-complex data-optimisation problems, including supply-chain/logistics analytics, and oversee cross-team analytics projects. Analytics products and decision support • Produce reports and dashboards for commodity visibility and supply-chain performance. • Consolidate accurate performance data for joint MOH–RTCZ reviews and course corrections. • Provide tools that turn data into insights for process improvement and programme performance. Data quality, governance and security • Develop collection techniques ensuring adequate, accurate and legitimate data. • Create and enforce data-management guidelines, security mechanisms and access governance. • Work with IT to protect databases/archives against breaches and loss. Milestone verification and reporting • Produce and quality-assure analytics for milestone verification and Department of State evidence packages. • Manage technical-team/stakeholder reports and dashboards; respond to data, analysis and presentation requests. Team management and capacity building • Supervise the Data Analytics role, including responsibilities, development plans, SMART goals and appraisals. • Build MOH counterparts’ analytics and interpretation capacity, transitioning from direct production to technical backstopping as capacity is verified. • Determine warehousing, reporting and analytical requirements with technical teams. • Perform other responsibilities assigned by the GIS Data manager or Strategic Information Director.
