The Eastern Province Administration through the Provincial Planning Unit has embarked on a risk management technical assessment in Mambwe District.

Senior Planning Officer, Steven Madyabi, says the risk management was introduced with the view of improving performance in the civil service across government departments.

Mr Madyabi observed that providing technical support to districts, is necessary as it enables departments to be able to identify risks, analyse them, profile them and come up with mitigation measures to reduce and possibly, eliminate risks.

He further said after the engagement with the provincial team, the district would formulate a risk management committee.

“Mambwe District does not have a Risk Management Committee. Therefore, it is our hope that after this meeting, the district team will be able to identify Risk Focal Point Persons as well as formulate a Risk Management Committee that will bring all government departments on board,” he said.

Mr Madyabi expressed confidence that with the direction that the government is taking, many risks that various government departments were facing will be attended to.

 “After today’s meeting, it is our hope that Mambwe District will be able to come up with risk mitigation measures that they, themselves can implement. We want them to be innovative and come up with solutions to the various risks that are there and where resources can’t allow, there is room for risk transfer from the district level to another level for onward submission at national level,” he added.

Mr Madyabi said government observed that the performance of the civil service was not tallying with the funding disbursed across departments.

Meanwhile, Mambwe District Administrative Officer, Diana Lupiya appreciated the step by the Provincial Planning Unit to bring the district up to speed.

Ms Lupiya said many activities in the district tended to be disrupted due to various risks that were being encountered with no mitigation measures in place.

“The only risk that the district is actively managing well is flood, a quite common situation in the area,” she said.
