HUMAN RIGHTS COMMISSION CONCERNED OVER COUNTRYWIDE CLOSURE OF COURT PREMISES

The Human Rights Commission has expressed deep concern over the reported countrywide closure of court premises in Zambia today, August 24, 2026.



The Commission says any disruption to normal judicial operations must be balanced against constitutional guarantees of the rule of law, the right to a fair hearing within a reasonable time, and access to an independent and impartial court.



It notes that, in the post-election period, litigants are seeking urgent remedies for electoral disputes, some of which are subject to constitutional, statutory or court-imposed deadlines.



The Commission has called on the Judiciary to immediately announce measures to ensure that urgent and time-bound cases are facilitated, and that no person is subjected to prolonged detention or other prejudice solely because of the unscheduled closure.



The Commission further says the Judiciary should clearly and promptly communicate the scope and expected duration of the closure, while making alternative arrangements for essential and urgent proceedings.



The Commission says continued access to justice is critical in preventing tensions during the current period.



Human Rights Commission Chairperson, Dr Pamela Towela Sambo, says the Commission expects the Judiciary to uphold constitutional guarantees and ensure that access to justice is not unduly disrupted.
