BUDANOV BREAKS HIS SILENCE OVER KYIV SHOOTING BETWEEN SECURITY PERSONNEL

Kyrylo Budanov has issued a sharply worded statement following the armed confrontation in Kyiv involving the SBU and members of a Ukrainian Defense Forces unit.

“The SBI and the Office of the Prosecutor General are already dealing with the situation. It is important to ensure a thorough and impartial investigation, but no one has the right to kidnap servicemen with impunity, open fire on the streets of our cities, or give and carry out criminal orders,” Budanov said.

His statement signals that the circumstances may be considerably more serious than an investigative search that simply encountered resistance.

The confrontation has been connected to the disappearance of Stepan Kaplunov, deputy commander of the Russian Volunteer Corps. The RDK operates within the structure of Ukraine’s military intelligence and previously said that Kaplunov had been taken by unidentified individuals near his home.

The SBU maintains that its officers were gathering evidence in an investigation into an FSB-organized terrorist plot when armed men blocked their vehicles and opened fire. SBU Alpha was deployed, and several members of the Defense Forces were wounded and detained.

Budanov’s reference to kidnapping, gunfire on Kyiv’s streets and potentially criminal orders directly challenges any attempt to close the matter with a single agency’s account.

Ukraine is fighting for the rule of law against a state built upon lawlessness. That means no serviceman, commander or security agency can be placed above an impartial investigation. The facts must now be established publicly and everyone responsible—regardless of affiliation—must answer for their actions.
